Due to COVID-19, preliminary applications must be emailed to willardapp@cmc-nc.com ON OR AFTER Friday, December 4, 2020 starting at 8:00 A.M. EST and will be accepted and reviewed on a first-come, first-serve basis.  Once we have received the first 250 preliminary applications we will close the application process.

Should we find that you qualify per your preliminary application, property management staff will contact you (via the email provided on your pre-application) and ask that you fill out the full application and submit a $20 application fee online through PayPal.

Please note: You will not be contacted immediately. Please expect it to take a couple weeks to hear from CMC if your pre-application qualifies. In an effort to expedite the application process, CMC will not be contacting those whose pre-applications do not qualify.

IMPORTANT: Providing accurate contact information on the preliminary application is crucial.

Once contacted by CMC, you will need to respond within 5 business days (Monday-Friday). Should we not hear from you within the 5 business days, we will move on to the next applicant on the list and you will lose your place in line.

Rents not including utilities (rents are not based on income):

  • Rents for 1 bedroom units range up to $760
  • Rents for 2 bedroom units range up to $900

Security Deposits:
1 month’s rent.

Screening Criteria Requirements:
All applicants over 18 years of age will have criminal, credit and rental screenings completed as part of the approval process as described in our Tenant Selection Plan. Incomes for each household shall not exceed 60% area median income for Durham County, NC. All incomes and assets will be verified to ensure income requirements are met. Please review our Tenant Selection Plan for Willard Street Apartments for more in-depth screening requirements and other property information.

Student Status Requirements:
Households where all members are full-time students must meet certain conditions for eligibility in accordance with the Section 42 Tax Credit Program to qualify for Willard Street Apartments. In general, households made up of full-time students of any age do not qualify. The five exceptions to this general rule follow:

All members are married and entitled to file a joint tax return.

The household is comprised of a single parent(s) with minor children where neither the parent nor at least one child is claimed dependents on someone else’s tax return other than the absent parent of the children.

The household receives Temporary Assistance to Needy Families (TANF).

The student is enrolled in a job training program similar to the Job Training Partnership Act, the Workforce Investment Act, or under other similar Federal, State, or local programs.

The student was previously in Foster Care.

Minimum Income Requirements:
Households must meet the income requirements of at least two (2) times the current rent rates plus estimated utilities.  Applicants holding Housing Choice Vouchers must meet the income requirements of two-and-a-half (2 ½) times their tenant portion plus estimated utilities, or $300 whichever is greater.

Utilities Required to be paid by Households:
Water, Sewer and Electricity are required to be paid by each individual household.  Water and Sewer usage will be billed by the Rental Office on a monthly basis.  Electricity usage will be billed by Duke Energy directly and service must be placed in the name of person on lease.

About Willard Street Apartments:
Willard Street is a DHIC affordable housing community in partnership with DHIC and Self-Help. Funding partners include The NC Housing Finance Agency, the City of Durham, Duke University, the AJ Fletcher Foundation, RBC Capital Markets, PGIM Real Estate Finance, First Horizon, and the Durham Housing Authority, with advocacy from Durham CAN and the Coalition for Affordable Housing and Transit.

Located adjacent to the Durham Station Transportation Center and American Tobacco Campus, Willard Street Apartments will offer 82 affordable apartment homes: 39 one-bedroom/one-bath units & 43 two-bedroom/one & two bath units for households with incomes at or below 60% of area median income.  Accessible units are available.  Willard Street Apartments will be a part of a four-story building with two elevators built above structured parking with 5,000 SF of commercial retail space and a landscaped plaza overlooking the city skyline. Amenities include complimentary Wi-Fi, on-site management, community multi-purpose room and kitchen, fitness room, business center, tenant storage, playground and laundry facilities.  On-site parking will be available for residents and all units will have washer/dryer hookups.  Our community is 100% smoke and pet free.
