RALEIGH – Tarboro Road Community Center was packed with people eager to give their input on the future of Washington Terrace, a low-income housing community in south Raleigh.
DHIC Inc., a nonprofit housing development organization based in Raleigh, bought the property in 2013 with plans to slowly redevelop it over time, promising to maintain the community as affordable housing.
